A recent headline in the IR was "Helena's city manager cleared of grievances, must complete management training."

My question for the Helena City Commission is why did they hire a person for $150,000 per year to manage the city and a few months later say that person needs to complete a course in management 101? Is this a wise expenditure of our tax dollars?

For $150,000 per year one would normally expect a person proficient in the job they were hired to do.
