SECTION 00100 INVITATION TO BID Separate sealed bids for construction of the Elk Creek Bridge Replacement (EK5) Project will be received by the office of the Lewis and Clark County Commission, Room 345 at the City-County Building, 316 North Park Avenue, Helena, MT 59623 until 4:00 p.m. local time on Wednesday, October 28, 2020. Responsive bids will be publicly opened and read aloud on Thursday, October 29, 2020 at 9:00 a.m. local time in Room 330 of the City-County Building. The project consists of the construction of a new bridge located approximately 12 miles southwest of Augusta in Lewis and Clark County, Montana. The new bridge will replace the existing single span, timber bridge on Elk Creek Road over Elk Creek. The proposed, 54-foot by 24-foot usable width single-span bridge will consist of a prefabricated steel modular superstructure on a driven pile foundation. Improvements consist of but are not limited to: removal and disposal of existing bridge structure, structure excavation, structural backfill, supply and installation of random riprap, supply and placement of grout into the riprap, supply and drive steel h-piles, install concrete pile caps, install county supplied prefabricated steel modular bridge (complete with backwalls and rail), and miscellaneous items. The contract documents, consisting of half size Drawings and Project Manual, may be examined or obtained at the office of Great West Engineering, located at 2501 Belt View Drive, P.O. Box 4817, Helena, Montana 59604, phone 406-449-8627 in accordance with Article 2.1 of Instructions to Bidders. Required fee of $50 per set, which may be refundable. There will be a Pre-Bid Conference at the office of the Lewis & Clark County Public Works, Weed District Building, 3402 Cooney Drive, Helena, MT 59602 on Thursday, October 22, 2020 at 1:00 pm local time. Interested Contractors are encouraged to attend. Contractor and any of the Contractor's Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). All laborers and mechanics employed by Contractor or Subcontractors in performance of the construction work shall be paid wages at rates as required by Montana Prevailing Wage Rates. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to Lewis and Clark County, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. This project is partially funded by the Montana Department of Commerce - Treasure State Endowment Program (TSEP). Bids may only be withdrawn as provided in Section 16.02 of the Instructions to Bidders after the scheduled time for the public opening of bids. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid that is in the best interest of the Owner. All questions about the meaning or intent of the Contract Documents are to be submitted in writing to and must be received by Great West Engineering no later than 12:00 p.m. local time on October 26, 2020.
