REQUEST FOR PROPOSAL SNOW PLOWING AND REMOVAL SERVICES CITY OF HELENA, MONTANA Provide Snow Removal from ADA ramps on an as needed basis. The Public Works Department is seeking the services of contractor(s) to to provide Snow Removal from the Downtown Business District, ADA ramps and Residential Streets on an as needed basis. Proposal- Objectives to be achieved are outlined in the City of Helena's Snow and Ice Removal policy: Remove snow and ice buildup from ADA ramps. If selected, Contractors will be required to provide: Proof of Contractor's liability insurance issued by a reliable company or companies for personal injury and property damage in an amount not less than $1.0 million per occurrence and $2.0 million aggregate per year for bodily injury, personal injury and property damage. The insurance must be in a form suitable to the City and name the City as an additional insured. All equipment operators engaged by the contractor will submit to the contractor's compliance policy for drug and alcohol. The successful offeror will be required to provide fully functional All Wheel Drive equipment for the removal of snow equipped with tire chains. Road graders must be equipped with snow gates. A City selection committee will select three or more firms submitting a proposal as finalists. Finalists may be interviewed and asked to present their qualifications, proposal, and answer questions from the selection committee. One to three of the finalist will be selected to submit a formal scope of work and to negotiate a contract with the City. If an appropriate agreement cannot be reached with the highest-ranked firm, the second-ranked firm will be invited to submit a proposal and negotiate a contract with the city, and so on. The City reserves the right to reject any or all proposals and re-advertise, to waive any irregularities in the proposals, and to accept the proposal that best benefits the City. The City of Helena reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate. All proposals become the property of the City of Helena. The City is not responsible for costs associated with preparing qualifications statements and proposals in response to this RFP.
